I can't say why the site doesn't have some paid moderators to cover forums and the main content areas but you're guessing on the costs involved. Full time employees also have benefits and the site doesn't pay anyone minimum wages as far as I'm aware (which is mostly meaningless in a company that hires members from all over the world).
That said, my guess is for 4 people would be closer to your estimate, minimum, and 7 would almost double it. As to revenue, there are a lot of costs beyond employees (and they have quite a few already) so additional outlays may not be as easy as one may think.

That would require multiple paid positions to get full coverage. Moderators are volunteers and aren't on 24/7
