On the average 2 rooks are slightly better than a queen but the difference is just about 1 point (a pawn value). However, much more important are the details of the overall position. In some, the queen is more effective, in others the rooks. King safety is critical as both queen and rooks are capable of launching fierce attacks against it!

2 rooks is slightly better than a queen, though it is usually decided on other aspects of the game such as king safety, piece activity, pawn strucutre, etc.

This is actually a complicated question to answer because it greatly depends on the position. Yes, in material, sacrificing the Queen for 2 Rooks is better for you as the two Rooks are worth 10 points of material, yet the Queen only 9 points.
