Yes, sure. We play games for having fun so chatting is the part of it, especially for the long time control.
Chatting during games
I've been wondering if this is good or bad etiquette since I joined the site a few months ago. Once I mouse-slipped and told the other player in chat. They politely offered a draw and a rematch but I declined because it was my mistake. They ended up blundering and I won the game. I felt like a bit of a jerk for complaining about it in the first place because it might have distracted them. I think I won't make comments like that again.

When you talk, you give away information. There is some who say Chess is kin to Poker and there is plenty of people whom talk in poker the same way players like to talk during the game. If it is training, casual or you simply don't care then sure.
But to me, if you try or have to trash talk, it tells me you have no confidence in your game. For your game does all the trash talking needed if your good enough. Otherwise you don't need to do it, trying to trigger people with words and have them distracted with thinking of witty comeback instead of on the game. Chess is a mental war as well as it is a board game,
I don't wish people luck, because I won't lie to you. I hope you play a good game sure so when I beat you, I know I beat you at the best. In turn when I lose I want it so you beat me, not where I beat my self.
Talking/chatting is a tactic/tool of the weaker player. People play their personality that is, the type of person you are is normally the style they play, rude angry people, play aggressively and yes the is always exceptions sure. However why give your opponent more information to help them beat you, than you have to. During the matches and county games, If I'm playing against you or schedule to, I wont talk to you, I'll be as cold as a Russian Winter. After sure we can be best friends because during the course of the game I'll get to know you through your play.
before and during, I'm trying to kill you no two ways about it.
Why wish someone luck when they in turn are trying to beat you? you are wishing them luck in hope they beat you. Why I say the good game before hand.
Online, I have talked sometimes during or at the end but I will mostly block or deny the chat, because I know the more I talk is more information you can use so I simply wont do it.

I disagree about it showing a lack of confidence because that would be like saying the same thing about Muhammed Ali. But I do agree that it should not be part of the game when played professionally.
the difference, is Muhammed Ali, had the competence, skill, Experience, money and endless awards to back up his roasts and taunts.
the average joe here on chess.com don't, there is exceptions to everything. However most on chess.com don't have the money or awards to back up their taunts

If anything its making up for a lack of raw skill, not a lack of confidence.
If not both, however yes I agree. Either confidence or knowing you don't have the skill people use the talking to make up for the lack of skill/or confidence when they know they don't have skill.

I dont like chat in chess games. Mostly because i relate it to toxic behaving. Like someone doing a mouse slip, blunder, misstake then send draw offer and then start raging in chat like crazy when i decline.
Also i dont like when people type good game or gg. I understand that it might be seen as polite but usally i only see people typing it when i hang mate or when they win cause i hung a piece earlier so therefore it might be a good game for them but not really for me.
The only time i like chat is if i am in a loosing position and type something like, "ouch i dont like my kings position now, this looks scary". Thats like the only time i see someone be nice or kind when they reply.
So for me so far, chess chat will only be nice if you are on the loosing side of the board.

i won't vote for it..
Bcz, it takes our concentration and stuff..
while playing chess, concentration is important

Online chatting is okay,OTB chatting is iritating.I remember 2 weeks ago on a tournament there was an old guy who was talking after every of my moves.
That's really annoying, but I wonder that was his tactic to lose your focus. He did it in purpose.
Agreed, I don't talk with 1 or 5 minute timer. Longer time controls I can.
