when to attack?

I saw a video a couple minutes ago and it said to prioritize king side development and castle because if you prioritize queen side development then you won’t be able to castle king side quickly and in the game, the Gm showed that white punished black for this mistake, but in what I have seen the position looks equal and you should not attack and this was what I would ask in the other forums I have created, but I didn’t know how you explain it.

It's more than just castling kingside. The GM seems to have shared truth, but only given part of the story.

It is also about piece development and details of the position such as if the position is open or closed. It also matters a lot things like piece development. As a good guideline, count how many pieces you have developed and count a casted king as a developed piece. Then count the same way for the opponent. If either side has 2 or more pieces developed than the opponet, then it can be said they have a slight lead in piece development and it is usually beneficial for that side to attack or open up the position before the other side catches up in development. If there isn't that much of a difference in piece development, then you'll usually be better just continuing your own piece development, controlling the center, and trying to get castled early.
