If by chess stars you mean players like Morphy, Lasker, Chigorin, Kasparov, Grischuck and Anderssen...then yes. It's one of the more aggressive variants of the Giuoco Piano. The idea is that 4.b4 is a pawn sacrifice in exchange for the dominant position in the center of the board, and allows white to exert pressure on f7. It's a solid opening, especially against weaker players.
I tend to find it a bit "drawish" with more experienced players familiar with the lines.
