You had an extra piece (the bishop) surely you could have played on a hoped for a win?

Move 10, I probably would not have castled queenside.  He's already got an open file for his rook to potentially attack your king.  Then in the next couple of moves you proceed to exchange a bunch of pawns and open more files on that side. 

13 c4 seems bad - you're trading the pawn directly in front of your king for his isolated doubled pawn.  You're already up a pawn and his pawn structure is not good - what you want to do is trade pieces and keep your king safe, and maybe attack those bad pawns of his without trading one of your good ones.

17 g4 is probably a mistake.  It's good to move those pawns... but, I think you had to play Kb1 first, to get your king away from those open files.

 I'm still trying to figure out why he didn't take with the rook to win your queen, why he didn't take your rook with his bishop, and why he took a draw up a piece.  His play looked mostly OK until those last few moves. 

Although, I'm not sure about that opening.  Looks like he sacrificed a pawn to try to get a lead in development... but then he threw that away by trading away his dark-squared bishop, which was the only piece he had developed.

I was surprised my opponent didn't take the pawn with the rook to win a queen. My opponent said he saw he could take the rook with the bishop but he  "doesn't have the killer instinct"
