Very simple. The starting position. For some reason, Stockfish thinks that it's better for white.

The reason for this is that black can continuously check the white king with their rook. The white king cannot take because it would be stalemate. So it's actually a draw because of the 50 move rule.

Did you check exactly what the engine said? It says that there is a forced checkmate. This is not a draw. Yes, you're better than computer to decide the evaluation of the position

Ummm... The entire point of this forum is to post positions that are "not evaluated correctly". So what you say doesn't make sense. 
Here is a forum to post positions that are not correctly evaluated by engines at a minimum of depth 20.
