There's no reason to throw a game on chess.com, especially on live chess. I would say that he is either a beginner or he is attempting to troll (something similar to the bongcloud opening).

I played one player who moved his king early in the games. It was not under attack and most of his other peices had not moved. Which mean one of 3 a beginner, bad at playing or throwing the game for low rating.
