Can anyone explain why my game ended in a draw?

My opponent ran out of time when I had two minutes left. He had two pawns, a rookie, and a queen. I had just my king. When he ran out of time, I got 0 points. What's the logic?
You can only win on time if you have enough material to get a checkmate. Since you won on time but had only a king, it was a draw. If you had a pawn, you would have won.

Why would you feel entitled to victory when you allowed your entire army to die bloody deaths on the battlefield? There was nothing you could do to him, no way to corner his king.
