and another 10000 become better.
and another 10000 hours become even better.

so I guess 40.000 hours of learning the correct things.
+ hours spent reading the Modern Chess Opening's Encyclopedia from cover to cover.3x.
I tried improving when I was new by trying to memorize the MCO it was just a waste of time.
It would be better looking at endgame books especially ECE and that's after getting the basics down. First start with Fundamental Chess Endings, then Survival Guide to Rook Endings and Secrets of Pawn Endings. Only after that and maybe Dvoretsky's Endgame Manual will you be ready for the ECE.

I once heard this guy who got into Prison for life. He was a chess master (USCF 2200) at the time, while all the other players were around 1600. For some reason one of the prison guards was also a USCF Arbiter, so the master played hundreds of games against the 1600 rated prisoners, and over the course of around a year, had risen his rating at the rate of 1 point per game to around 2600 USCF. At this time he asked the USCF to invite him to the US Championship, and of course USCF said no :)

Kinda like how ChessNetwork eeked to a 4200 bullet rating back in 2009. Or how FM Truong eeked to 2800 on chess.net 15 years ago. Exploiting the rating system does not make you a stronger player. It's also very hard to exploit the rating system to become a GM if you are not improving your game level, perhaps only via bribery (e.g Crisan, Afromeev etc etc).
I suppose the USCF could have admitted Bloodgood into the championship with a condition: only a score higher than 0 points avoids the death penalty
Personally, i wonder if it's possible...maybee not in 30 days but chess only has a few thousands rules to grasp.
chess endgame roughly - roughly 400 rules according to Dvorestsky endgame manual.
middlegame - a few hundred rules.
opening - Imitate Carlsen, just grasp the center of any openings, and that's it.
Chess tactics- pins, fork, discovered check etc. not many.Just memorize the most amazing chess moves ever played.
There are 31 checkmates patterns to be familiar with.
Maybee in 3 years, it may be possible...
A japanese Go world champion was able to earn an IM title within 3 years, by the way.
In those "exceptions" make sure your opponents cannot exploit it, to whatever strategic rule. This, of course require calculation.
But anyone can become good at it by "practicing".
