I don't know who made that quote; but I think it probably just means to plan far enough ahead so as not to be chasing attacks that never materialize. Don't overthink the quote. You got the quote slightly wrong. The word before King is spelt 'The'. One of Elvis's backup dancers said she always kept in sync with his gyrating movements on stage.
The quote went as follows:

The author is unknown. Though I figure only somebody as brilliant as Anand could have authored it, so I give the credit to him.
