Great questtion! One I'm not qualified to answer, but we are all qualified to discuss it.

The board or pieces may be art, but that doesn't necessary automatically make what's done with them art as well. If I used a Monet as an umbrella, that doesn't make the rain art any more than it makes all umbrellas art.

Conceptual art taught us that an idea can also be art, much more than the craft used to replicate a staunton chess set... I think there is a line that needs to be drawn between craft/skills and art, the 2 are different and often confused
