Create a tournament without clubs

I’m trying to create a Swiss Blitz tournament but I can only set it up for club play. Is there no option to create a free trournament that any player can join?

No, that isn't an option.

So the tournaments that appear without a Club ID in the tournament list are not created by users? I'm trying to get the achievements of creating a tournament but it seems it will have to be between clubs or between members of the same club
