From looking at http://www.echecs.asso.fr it looks like they may just use FIDE ratings.

France national rating is like fide rating (start at 1000), but more 'volatil', and is used when a player don't have a fide rating yet. It was largely used 10 or 20 years ago when only >2000 or >2200 players were fide rated, but now the majority of tournament players get a fide rating. And we have a rapid rating who is largely used.
