Normally GMs. IIRC, it's for the recipient to be able to focus solely on chess, so whoever is awarded the grant is normally a very strong player. I think Nakamura got it several years back as an example.

What are the requirements for getting this award ? So far I only know that I have to be USCF or FIDE rated and a resident of the U.S. for a year which I am all of those.
