5 kbps is so ******* bad….
Like, average WiFi in the city:
400-500 mbps (mbps is 1000x bigger than kbps).
Very bad WiFi in the city:
5 mbps (still 1000x better than yours!)

That 5 kB/s reading is just a real-time usage meter on the phone, not the actual Wi‑Fi or internet capacity, so a low number simply means nothing heavy was transferring at that moment.
Singapore has one of the fastest internet speed in the world
