The position has to be repeated 3 times, not the moves.
First: position after 21..Qg3+
Second: position after 25..Qg3+
Third: position after 29..Qg3+
As you can see, after those moves the position is the same.
How to avoid it?
The most typical way of reaching the 3 time repetition is perpetual check, just like in this game. But, in this game you had the opportunity to avoid it, you should have played 24. Bf3 and there are no more checks.
