Can i use headphone in fide rated tornament?

I haven't seen it for a few years. I thought it was bad mannered actually. A player needs to hear to be able to consider draw offers or rarer rule disputes.

Another thing of course is you may be playing a blind person and have to listen to and call out moves.

Well, you probably haven't seen it because it's been forbidden in FIDE for a few years now, and director discression for USCF events that are not FIDE rated.
I'm with you. People putting headphones on during a game has always been a pet peeve of mine for many reasons:
- Many clowns don't understand that it doesn't take much for others to be able to hear it, and quite frankly, I don't care to hear your Nicki Minaj or Flo Rida or Britney Spears junk.
- I've had one person try to claim touch move on me when I said adjust, and he just better thank god that the director ruled in my favor because I'd have made a total scene in the playing hall about clowns using headphones and that maybe they should get their head out from between their legs and realize that with headphones on, of course he isn't going to hear me say "adjust", and I'm not spending an extra 10 seconds of MY TIME just to get his attention to say "Adjust". The same thing goes for draw offers!
- You "claim" you are listening to "Classical Music". What says that classical music really is Frank Sinatra, and that it's not something sung by Alexander Alekhine like the following:
If White is stupid and plays one e-4
Play your Knight to f-6 and tell him no more
You will win all day.
White proceeds to advance his pawn to e-5
You move your Knight beside it to stay alive
This is what I say.
And then just continue with his 11-11-5, 11-11-5 syllable with A-A-C B-B-C rhyming pattern and he works you thru the entire opening of your game!
Long story short - No, learn to play with just your brain and your fingers. If you have to have music to play a game of chess, clearly you must either be ADD, ADHD, or bored really really easily!

I once played a Junior back in the day who had Billy Jean blasting out on his headphones from a Walkman.
Great tune

I'm deaf as a rock and have to use hear aid. Last season we were playing a round of Teams League in a club full of kids. As usual, most of them finished their games (time control 90/30) in about half an hour and started playing blitz like crazy. I had to remove my aids, and when later this guy is offering me a draw in a lost position I wasn't able to understand him, had to quickly put them back!

You'll understand when you play OTB in serious tournament games, probably nerves, probably being a perfectionist, but you want your pieces on the right middle, usually you dont think that much when putting the piece but after it you usually see they are .4 degrees to the west!

I hate decentralised pieces. I made a half joking thread about a few months ago. I adjust an average of twice during a game. I'm half aware that by adjusting my opponents pieces I may be creating a certain pyschological ownership of the game, but that's not why I do it.

Honestly, I believe the touch rule is ridiculous and needs to go. Online chess already does not enforce the touch rule.

Can I bring my smartphone in otb tournaments? I will set it to Silent.
Can I bring my chain saw or sledge hammer or AK-47 to otb tournaments to disable that smartphone?

No - all electronics other than items approved by the TD are prohibited.
Typically, approved items are those of medical necessity. Pace makers, oxygen tanks, etc.
