That's Professor Glicko's rating system which relies heavily on Ratings Deviation. Let me get you the formula:

It's the margin of error in the rating calculation. It's analogous to the standard deviation.

But why did chess.com choose 1200? Is there a reason? They could of chosen 1000 to start, or 1300...
