It's called en passant. It's perfectly legal.

If you mean 29. ... dxc3+ in particular, it's called "en passant" and is a part of the rules of chess. See for example:

You have to decide if and when to play it.
Sometimes it can be a winning move, sometimes not, like any move in chess.
If always HAS to be your next move (you can't "en passant" 10 moves later for example).

be careful of en croissant as well. it happens when the enemy knight jumps through one of your knight's "L" paths but in the opposing direction.

If people like you would stop perpetuating lies, chess.com would not have to support these illegal moves. Next they will allow underpromotion and queenside castling!
