Hold up I looked through your list and I noticed something important they're all 40+ years old. People get worse with age maybe they used to be 2500+ and their ratings have dropped with age.

Nvm I checked Nikola spiridonovs peak rating and it was a few points below 2400

1200 is not even close to what people consider expert level.

1200 is not an expert rating, it is "I got my feet a bit wet" rating.  

1200 is "the expert's rating". I've written about it extensively. It's now almost universally accepted as the expert's rating. There's no need to challenge reality.  

Wow glad to know 1200 is the standard for being considered an expert, I have played tourn. chess for 40 years now and my highest rating was 1949 all this time I thought I was just an A class player when in reality according to this I am really a super expert, pretty cool! Now I can really brag to my friends
