i think so.Look at Korcnoj from Russia to Switzerland, Spassky from Russia to France, Caruana from Italy to Usa, Karjakin from Ukraine to Russia, Naiditsch from Germany to Azerbaijan.

As far as I know Wesley So isnt naturalized and he still represents the US.

It depends on the federation. Find their website, email them, whatever. As long as you make contact with them. They know more about it then we do!

If that was true, that the Iranian Chess Federation agreed, then they would need to fill out the paperwork and pay the fee.
