It's a rule Loomis developed where he declares that the second queen that comes with higher quality chess sets is actually the Statue of Liberty piece. It has the powers of every other piece combined and he is allowed to place it anywhere on the chess board when he "promotes" his queen to the h rank.
I don't know if there is a "Statue of Liberty" play in chess, but there is certainly a "Hail Mary" play, because I have run it many times. It is the last minute desperate trap or unsound combination when you are about to lose. A surprising number of times, it works!
