White would have to move his King off of c1 to prevent stalemate (if he queens/rooks his rook pawn). This will lead to Black queening his pawn. So, White King needs to stay on c1.
Promoting his rook pawn to a bishop for White does win Black's pawns, trades bishops, and then allows White to promote his second pawn (it would seem).
