3. Is he not playing at the 35th Bulgaria Open?

These three points are completely irrelevant to the question of whether or not Ivanov cheated.

FIDE doesn't consider Ivanov a cheater, neither the Bulgarian federation, otherwise why would they let him play in a tournament?

Why the other players would play Ivanov knowing they would lose, if he is a cheater?

In the real world, not the one of the 5 yo writing in chess.com, the player would be suspended pending investigation, and not let him play and damage other players.

As you can see Scottrf made a false statement about me, since I NEVER wrote to anyone that he/she is stupid because they cannot solve a TT position. Scottrf did lie because he wanted to damage my credibility in this thread. Is it enough clear for you now?

Non-sequitur. It does not follow that the lack of a formal investigation means Ivanov did not cheat.

It isn't in FIDE's interest to prove that Ivanov was cheating because that begs the question of how many others are doing the same thing in a more subtle way. Ivanov brought attention upon himself by simply blowing away players who outrate him by 300-400 points, something he had never done before or since. He has been flatlining at the 2250 - 2300 level FOR THREE YEARS, this is not some 16 year old junior making a Fischer like leap but a 25 year old who has never shown even IM level form in the last decade.

Now all this is circumstantial, which is your point, but if we can agree that the evidence is at least suspicious then this is enough to put off players from taking part in events where they cannot be sure that one or more of the other competitors is cheating. This is why FIDE should be trying to get to the bottom of the whole business, they already banned mobile phones after 'The Feller Affair' but if there really are ways to hide miniature transmitters on a chess players person then some kind of scanning procedure may also be necessary.
