My opponent never showed up for game

Last night, I was paired with an 1800 rated player at the tournament, but he never showed up. The TD tried to phone him/email him, but he did not answer. I won by forfeit.

 

Is it okay for players to do this (never show up)?

I'd be disappointed I didn't get the game in but I think reply number 2 was the best one.
