So how much does it cost?
NM title -- how to get it

Norms for which federation?
http://en.wikipedia.org/wiki/Chess_titles#National_titles has the answer. The calculation of performance rating can be found at http://ratings.fide.com/calculators.phtml

Briefly,
A norm can be defined as follows;
NORM (S) [Achieving a score a titled player would be expected to earn in a tournament]
Every time a player accomplishes this, he has earned a norm towards a title. Usually, if a player was to earn three norms of the same title in a given year, he has earned the title.
Differences exists between national organization and FIDE occasionally change their rules.
But the basics are about the same across the board. So to speak. ;)

Your question makes no sense, which is why we are confused.
What other federation are you asking about?

should explain
You know, AKAL, I wrote parts of that article. I actually at one point was the sole author of the entire article on National Masters, which was later merged into the "Chess Title" article.
I'll try to pull up an old version...
Here..enjoy (this version went unedited and unchaged for most of 2013)

Bro I hope your good. You should get your title if you live in US. Unless your ready to get a ECF membership and travel to England just to get an NM title. Complete waste of time. Theres many chess feds that offer the NM title, but it's useless, you don't live there. Why waste the time?
"He takes the rook, And I say 'Stalemate!" And he says 'WHAT!!?' He was s so he was so outraged that uh that he had stalemated me It was it was unbelievable. So I don't I don't remember what tournament that was in but man, his his reaction it was it was just really great!!"
