Because Internet, really.
Racist, disrespectful players on chess.com

Do not tolerate this type of behaviour. I am proud to be a member of chess.com, i think it is a brilliant professional, friendly and sociable club. However, there will always be a small minority of people somewhere who want to try and ruin everything, and make other people's lives a misery. We do not need or want these types of people in this club, and should be doing everything we can to get these people banned. In order to make the club safe, and in the interests of all members, I would urge anybody who experiences any form of racism, disrespect, or discrimination, to report this abuse immediately.

Thanks for the bold statement. I totally agree. Report, report, report. Also, don't let these people get you down. Often, they want to get a rise out of others for their own twisted sense of pleasure. Sometimes, these people were bullied themselves (for any number of reasons), as often victims of bullying or abuse become bullies and/or abusers themselves. Whatever the reason, their behavior should not be tolerated. And for people who experience this, please know that these racists DON'T represent all of us and there are many good people out there.
Finally, I also think that ANY disrespect - whether racial or not - should not be tolerated and also reported. I myself had some trash talking dood rub it in after he won and it was pretty annoying (probably low self-esteem on his part combined with some twisted mental thoughts).
Don't let these people get ya down. Keep playing, keep having fun, and stand together to get rid of these trolls and bad folks!

Great posts everyone... having worked in tech for as long as I have, I figured there would be an algorithm built into the site that would recognize such behavior that users would automatically be either blocked from posting such nonsense, or easily be called out on it and thus it be shy'ed up to behave that way. It's pretty pathetic to see notes with racists and or disrespectful tones that are simply uncalled for.

They are not welcome here:

Welcome To The Internet
No, that doesn't work. Some internet sites don't have - or enforce - standards but this one does.

I am a knight and it is truth above all:
Race is real and has been scientifically proven to be real, but is no basis for discrimination, and disrespectful conduct is uncivilized and should be discouraged.

Just allow only your friends to post notes and send you messages. Disable game chat.
I think that's the best policy and that's what I do. I only allow friends to post notes or chat in live chess games. I make an exception for daily chess games because I haven't had a problem with those opponents. Besides, I can always turn it off if my opponent turns out to be a moron.

Is it that easy? The IP address would be the same. I can't imagine that chess.com is so unsophisticated that it wouldn't know the new member has the same IP address as a banned account's.

Come on guys, I know we are at odds sometimes but let's all get along and respect each other's differences.
.

Might as well ask why there is so many profile pictures with women in lingerie/bikinis.
They love to play chest.

Why post here unless you just want attention?
As mentioned, get screenshot, delete the comment, contact support.
An even simpler way would be to have the page with the comment open, then:
Chess.com will capture the page automatically.

IP bans don't really work, except to stop the least technical people.
Why are players allowed to leave racist and disrespectful notes on other players profiles?
