the most likely scenario is that his rating is new, so his "ratings deviation" is higher (read about glicko if you are interested). he'd also lose more points than usual if he had lost.

Just played a guy and when he won...his rating jumped by + 39....in Blitz....I'm a newby, but I don't get it...anybody?
