yes because pawns are also allowed to jump 2 squares. if we want to remove the en passant, pawns should be restricted to 1 square jump also.

Only in the canonical chess variant. New chess variants, new types of turn-based or even simultaneous-turn games can have whatever rules they like, otherwise there is no emotional contrast in creativity, no fun, etc.
