Should I Make A New Account? On other chess apps/sites, my elo is higher and it feels like I will much more. Should I make a new account and have a fresh start?

Well unless you want to close your current account you would need to ask a member of chess.com staff. Typically theyre friendly enough (even if you forget to ask so long as the alt account is a higher elo they tend to be chill about it the 1 account rule is mainly to prevent smurfing)
Multi accounting should be allowed

No it can lead to rating manipulation and winning games of getting certain achievements which violates chess.com fair play
