Should players from the same country play each other early in top tournaments?

In the candidate tournament early this year the Russian players played each other in the first three rounds of each half of the tournament to avoid a suspicious draw or victory among compatriots.

Should this have been implemented at Altibox Norway to that Caruana and So didn't play each other in the last round? That would have avoided questions about So's collapse.

What do you think?
