Keres never even qualified for a match with the World Champion... although he came second in the Candidates tournament FOUR consecutive times, and on three more occasions was forced to retreat from a qualifying spot because of the "maximum of three players per country" rule then in force.

Keres, along with Bronstein, was certainly one of the "uncrowned kings" of chess.

Although if we are really talking about the most FAMOUS chess player who never became world champion (as opposed to the BEST player), then it would have to be either Napoleon Bonaparte or Albert Einstein.
