If an account is banned for fair play, the only way to get it reopened is via a Successful Appeal
Here are the appeal options:
Appeal is approved - Account is reopened with chess.com's sincere apologies
Appeal is denied and the person admits to cheating - The person is allowed to have a second chance account. If he cheats in the second chance account, there is no third chance account except for legendary occasions.
Appeal is denied and the person doesn't admit to cheating - the person isn't permitted to have another account.

Since the fair play team decided to fully close the account (place the ban symbol), there would be no chance for a successful appeal. Most titled players who were banned get a "silent" ban, where they just change your password to something you can't decipher.

I know that a lot of people are calling threads or another word, topics, forums.
It used to be that forums were places, and that threads happened in forums.
I know a rose by any other name would smell as sweet, but imagine if its namw were changed to pig. There would be a bit of confusion for a while.
