Time Added to Opponent's Clock

I found it interesting albeit frustrating that during my last game, which happened to be a five minute Blitz game, as time was winding down, time was added after each move my opponent made. so as an example, there was only 1.5 seconds left, and I would make my move. then my opponent would make a move and the clock would go down to .5, but then after my opponents next move, their clock was back at 1.1, and then 1.0, and then 0.9, even though it each time after my play my opponent's clock went well below that. any insight on this?
