Looking at your USCF record, it looks like you played a lot of chess tournaments in 2012 and 2013 and then you stopped playing tournament chess for the last 3 years.  You just recently started playing again.

You may find that your renewed interest is all you need to start making progress again. Perhaps you have more free time to devote to chess at this point than you did over the last 3 years.

Svidler gave some pithy advice concerning improvement during an online question and answer (the person asking was 1700). He said to play as much (tournament) chess as possible, and to read as much as possible. (He said just read everything, and let your brain filter out the useless bits. He said he'd read several shelves full of chess books as a kid.)

I haven't made that jump, but I've chatted with people who have.

One thing that popped up in conversation a few times, to my surprise, was using something like the http://www.2700chess.com/ to play guess the move with the newest GM games. Not as something that magically increases rating, but it was mentioned as part of their routine.

You may find Axel Smith's book useful / interesting (Pump up your Rating). It's a mix of practical advice, specific things he did, and also instruction.

Yusupov's 9 book series is very good. Don't be afraid to just buy one book as each are stuffed full of great lessons.
