What are bad Bishops and Knights

In many of chess games, the commentators and games analysers call some bishop and knights as bad. What does that actually mean?

Bad bishops are bishops caught behind their pawns because the pawns are on the bishops' square color. Bad knights are usually knights that are on the first or second rows or off on the edges of the board.
