I think sandbagging is most certainly cheating. If you're not following the rules and playing the game like its intended to be played, it's cheating...bottom line. Stop and consider this: If you have a player who is displaying an ELO of a whopping 250, but was secretly a player of 2500, clearly and easily in the top 1 to 2 percent percentile, and intentionally dropped his rating so low, WHY!?? So they can claim a big number winning streak on their stats page. How is this NOT cheating? That, or just the satisfaction of knowing none of their opponents are going to stand a chance against them for awhile. I actually have less tolerance for a sandbagger then a cheater. Cheaters cheat because they're desperate to win. Sandbaggers win, but want something more then the win, they want bragging rights, or they do it for other inappropriate, personal reasons. No matter how you look at it, sandbagging is cheating. It's also bad sportsmanship, because you're gaining unfair advantages. Play the game fairly! There's no rule that says you can't sandbag, but there's nothing that says you can, either, and you know deep down inside it's wrong. So why do it?

I believe it is already counted as cheating, but I dont think there is as much done against it then other crimes, but otherwise i agree
