What would be the average rating for a 13 year old

I don't know about the average, but Karjakin was a GM (2500+) at 12 years and 7 months, that sounds fairly ideal.
Would be great if you're already 2500 as 13 year old but if not then anything over 2000.. or maybe even 1800. but anything less wouldn't be that ideal.

Here is the equation for getting your ideal rating from your age:
(Age x 40) + (300 x amount of z's, j's, or v's in your last name) + (amount of hours studied x 0.5)

Average rating for anybody is 1200. A thirteen year old who is committed to learning and a very analytical thinker (or just very talented) should play as well as any adult.

Currently none. Not sure if you ever find an MEANINGFUL answer to "average", there are too many players who play one tournament and never play again.
If you are above 1800 at age 13, that is impressive and people will take notice. Lower than that, you are just another middle school player with a chess set.
Is average your goal?
