bb_gum234 is right. I reached a rating of 1800 with little to no efforts besides tactics, tactics and more tactics. Once you reach a certain level with tactics, you can't help but notice certain strategic patterns anyway. So, it is not lagging very far behind my opposition. The biggest difference between any two players at amateur level is going to be their tactical ability. Only at the higher rating levels do other factors not just become relevant but even extremely important.
Even if at a certain level before titled play strategy becomes relevant, it is usually pure calculation and "missing" certain moves or not that determines who gains the strategic advantage, rather than "understanding" or other similar intellectual concepts.
