Rooks can create two threats on a piece but a queen has better mobility. A queen is best for picking up pawns in the endgame. In my opinion, the tipping point is that a rook can help get the king to safety through castling

In most of the games I play, the more pieces on the board the better.
Meaning even though a queen is the best piece on the chess board, two rooks can 
1. protect each other AND attack stuff simultaneously when on the same file
2. can overpower a Queen in most endgames like this one:
 

 

It is true that Black had a better position from the start, but the point is he was able to take the Queen and still have a rook to checkmate White. 

 

Also, there are quite a bit of missed opportunities I think but that is just how I would usually play myself. And im under 1000 in standard sooo

On move 8 black could have pinned the queen to the king but good example.

In a more closed position, the queen may have an advantage due to the ability to move diagonally. In an open position, rooks rule.

Most of the time i feel 2 Rooks are stronger but it still depends on the position whether the 2 rooks have co-ordination or the queen is able to pick up pawns
