In the opening, with so many pawns on the board, rooks have a hard time being as useful as a knight or bishop.
Which is to say, white's extra rook is not worth as much as two of black's minor pieces here. If white makes it all the way to an endgame, maybe he can hope to be better, but in this position really only black can be better.
