Thats a tough one, but if we acknowledge evolution as we certainly must, then that would be Magnus. However, he would never be able to play without the benefit of the great players that precede him. I assume the character who claims Capablanca would be a 1800 player today said that tongue in cheek and trust we read/hear it likewise.
All that being said NO ONE ever dominated his opponents like Fischer did when he played 19 games without even allowing a "draw"...And this was during the "Candidates" tourney and matches. Thats akin to a baseball pitcher pitching 3-4 no hitters in a row.
Kasparov is my personal vote for greatest and that has to do as much with his overall contribution to chess as his actual playing. NO ONE has done for chess what he has, ie. his books regarding both his own influences "AND" his contemporaries, not to mention his matches with Karpov which still are the most extensive annotated matches since Botvinnik-Smyslov.
