Who Plays Daily?

So...I started playing "daily" chess recently. And one thing I noticed is the population average rating is around 1,000 while it's under 700 for rapid (and blitz). So, it seemed odd to me that most challenges I see have a higher rapid rating (or a higher blitz rating) than the daily rating. In fact, it seemed statistically impossible. Until I realized, no, it's not at all. For example, if the entire population of daily players come from the top half of rapid and blitz players, then this would be entirely possible. So, is that the case (I mean not 100%, but broadly)? Otherwise, the stats seem odd.
