Well, chess puzzles are easy to find. If there's an expert working for the newspaper (covering news or making an article sometimes), he/she would be in charge of the section and would pick them based on themes or historical facts.
Who sells newspaper chess puzzles

My newspaper has nearly a page of puzzles but no chess puzzles. Now, I think a lot more people would be interested in solving something like our own Daily puzzle or Tactics puzzle than the weird stuff they use (syndicated by King Features). Who offers chess for newspapers, I want them to talk to the Houston Chronicle!
