Is it allowed to create a tournament that you have no intention on allowing to start? Here at https://www.chess.com/tournament/the-new-crew-1000-and-under a staff member, Kayt created a tournament and she is definitely still active but is not starting the linked tournament. User Seajer claims to have looked into it and determined she created the tournament for show and that she has no intention of starting it. I don't know for certain that's a true claim but it does seem so because both because she didn't start it and that I personally messaged her and she didn't reply or comment.
If true and even if there is no particular rule against it, it seems like something you wouldn't want a staff member doing. It's like trolling your own community. At the very least it should probably be deleted.
Since the first comment was only 12 days ago, it probably hasn't been up that long overall. If it hasn't started in a month, there might be reason to worry, but as it stands, I see no reason to think it won't start.
