Chess.com is punishing you for having a bad internet connection, not for winning. See the billion other threads on here about "Fair Play Policy."
The only solution is to avoid Live Chess unless you are at a library or someplace with better internet.

I have a bad internet connection and frquently disconect.
But recently I won a game fast and the other person resigned.
But even when I win fast. It give me a warning that I no to disconnect intentionally. But I didn't and now have to wait 5 minutes. For winning a game...
