Why doesn't Chess Mentor affect my rating? In addition, every so often, my rating jumps up about 400 points and then resumes its old level after a couple games. The endgame message says minus nine points, so I don't think that's the problem. Where should I go for help?

It is the number of points everybody you defeted have, plus half the points of the people you draw.
