No in-game messages?

Your opponent has disabled chat.
Your opponent has checked the "Disable Chat" option of the interface.
I'm currently playing a game in which the right-hand panel has three tabs instead of the usual four. There is no option to send messages to my opponent. This is a little weird, since I like to exchange pleasantries, and anyway I have no idea why or how it's happening. This may be a RTFM question, but I've looked and haven't found an answer anywhere. What's going on?
