PGN not posting correctly

When I try to post this PGN it appears to work fine until I post when it just shows the chess starting position. Why is that?

Looks like it may be a bug. Works fine in an Analysis Board for importing

Thought it might be a problem with the NAGs but that didn't help

I've tested the PGN in a few other places and those load it without apparent issues (Game Review, Library).

Test: (No progress.)

I think the pgn should strictly have a [Setup "1"] tag but that doesn't alter anything either.
